According to the article, no. There apparently is resentment among the Iraqis because the other arab states sat by and watched as Saddam went about his murderous ways, and that they don't want more of the same "pan-arab solution."

The article was written by Fouad Ajami who is with John Hopkins. I don't know him or whether he has an agenda.

Who do they suggest as a "New Arab" that would be better? Is there such thing as a New Arab?

I think it would be strange to disqualify someone from helping in the Iraq transition because he had had experience with another state that had previously made a similar shift from an occupation by a foreign power to a democratic system, even if that previous country had met with difficulties in making the transition.* Or am I misunderstanding the thrust of the essay?

* I don't know much about Algeria, but I am assuming that such difficulties would be why his ties were criticized.

I have heard of Fouad Ajami, but I don't know anything about him. That said, the theory that Iraqis are resentful of other Arab states for not doing anything about Saddam strikes me as the sort of neo-con wishful thinking that got us where we are now.

Whether or not he is the best man for the job, we are in a world of hurt if we've convinced him that the UN should bail on us.

Salon had an article on him. I don't have a subscription, but it suggests that his views, while widely disseminated, are not representative of contemporary Arab thought.
