Fuck Virginia. They won't let gays marry, yet they offer classes in Animal Husbandry at VaTech. You tell me which is more depraved.
Special proviso to my advice --- I assume the program isn't offering teaching positions in "small towns" in Fairfax County. I was thinking more about Assawoman, Ballsville, Onancock, Dyke, Bumpass, or Pilgrims Knob.

It's even better when the hot one does a little burlesque/Charleston thing. But seriously, the Ditty Bops play Cafe du Nord regularly. That's a $10 cab ride, another $10 for the cover, and less than that for the whisky. ACL tix are something like $80 (which is a steal) plus plane fare. What are the odds of seeing New Order or Bloc Party in Austin?
Oh, by the way, those in SF who are not taking advantage of the SF Jazz Festival are squandering one of the great resources of this City.
I missed the Ozon film at the SF Int'l Film Festival, but saw (the reformed) American Music Club perform their original score to the silent film Street Angel last weekend. Pretty amazing. Everything else in this year's program seemed to focus on gay cowboys eating pudding.

Hank, I think you've already received some good advice for your NZ friend. NotBob is right that the college towns of NC (or near to them) are probably best. VA college towns a close second, then Athens, GA.
SC has no college towns.
Keep in mind when receiving advice from Southerners about various Southern towns that provincialism is almost genetic, and even where there's no objective basis for saying so, you'll still have to listen to long diatribes about how (say) Virginians comprise the sole constitutents of couth below the Mason-Dixon, yet just to the south North Carolinians struggle to escape their mongoloid history.
If coastal towns are a remote possibility, try near Charleston or Savannah. The antebellum history and architecture are interesting, the coast is the coast, and the people and culture are exasperating only if you take them too seriously. When viewed through the right perspective, they can be quite amusing, in a Midnight in the Garden of Good and Evil sort of way.
Charlotte is a prosperous city, made more cosmopolitan in recent years by the Yankee influx from the banks. Yet, sadly, what Charlotte wants to be most of all is Atlanta. Despite its abundance of churches, Charlotte has little soul.
Asheville and its environs are cool in a hippie-dippie sense.
Atticus is probably right that while there are distinctions to be made among small towns in each of these states, odds are that a sophisticated foreign worker on an extended teaching tour will be unsatisfied with any of them.
But no matter what you do, don't let your friend go to Atlanta. God, what a pit.
