Come to think of it, I think I see why we have huge deficits.

Depends on your perspective. For someone like me, who wants actual CUTS, yes, but for others, a 3-4% increase is modest and corresponds to the expected average increase in income.

The diet coke is symbolic of recognizing the problem, isn't it? As long as no one thinks its a complete solution.

Well, diet coke is strangely addictive. It gets to the point that you order it without even thinking about the "diet" part. That might have something to do with it.

The Diet Coke is more like a totem for those who desperately want to think that the problem has been recognized and that the diner is going to leave McDonald's and head down the street to get one of Jarrod's sandwiches at Subway. Meanwhile, he's finishing off another Big Mac, and thinking about his next McRib (chomp) and maybe a vanilla shake.
