I'm pretty sure "Dark Irish" is a reference to complexion while "Black Irish" refers to native irish who chose to live peaceably with the prods during the 1700s and 1800s.
An early precursor to the IRA was a society called the Whiteboys. The only group the Whiteboys hated more than the protestants were the Irish who did not oppose the protestants. These irish were called Blackfeet. Hence the term "Black Irish".

I have always understood black Irish to be descended from Portuguese sailors -- it's fascinating to learn it is entirely an Irish-American construct.

I reserve the right to amend this after actually reading the long-ass article about the black Irish, but the Roman explanation makes little sense. The number of Romans who migrated to Britannia was relatively small; the Roman model was more like the Islamic one --- i.e., suppress the local populations, impose imperial political structures, and govern on a provincial basis, keeping garrisons at the borders.
Ireland (Hibernia) and Scotland (Caledonia) were regarded as realms of barbarians to be kept out.
The subsequent influx of Celts and Norsemen was dramatically greater than the Roman one. The existence of dark hair and dark eyes among the Irish is better explained by the fact that blue/green eyes and blond hair are recessive and difficult to maintain in a population.
Edited to add: I love the Armada theory and will continue to regale the ignorant and gullible with it. As always, however, Cecil Adams has the straight dope.
