I would argue that Article 2, Section 4 clearly spells out the means of procedure for punishing a sitting Executive for his acts.
Anything beyond that would be in direct violation of the Constitution.

Final? this makes no sense, like most of the rhetoric from you liberals. Bush has many hours in front of him, social security will be reformed, taxes cut, Syria, Iran and N. Korea taken down.

Popular anger in the U.S. is mounting along with the rise in troop casualties. A Gallup poll conducted June 6-8 revealed that 6 out of 10 of those asked wanted a partial or full withdrawal of GIs from Iraq. Only 41 percent approved of the Bush administration's handling of the Iraq War. A majority said they'd be upset if the president tried to send more troops. Rage is rising among Iraqis facing an official employment rate of 28 percent and infrastructure is destroyed. Basic services like electricity, water and sewers still aren't up to prewar levels. Electricity is especially vital in a country where summer temperatures commonly reach 125 degrees Fahrenheit. Yet only 8 percent of Iraqis have reliable electrical services. In the capital, where it counts most, it's only 2 percent. The country is a disaster and is in a state of de facto civil war.

Tax cuts have been orphaned. But it's never too late to remind the American people that Republicans pushed through, and the Democrats opposed, tax cuts.
Vive la tax cuts! If I can't put my pre-tax SS money in personal invesment accounts, just give me more after tax dollars you socialist MFs!

So, it seems like he did the right thing from the history recount. Get Reno to appoint hte person directly. What he miscalculated was that she would then go to the court and be stuck with Starr. He had to do it. The timing (with the lapse of the law) was fortuitous.

At that time wasn't Starr generally respected by both sides of the aisle in DC?
Maybe I am biased but I just don't see that he acted beyond the pale in carrying out his charge but reality shows it really was a career ending move.

It's not really a tax cut if the government keeps spending as much (or more) money. It's just borrowing on your credit card.

Also, just as a factual matter, SS taxes are not deducted from income before income taxes are computed. So it's basically after tax.
