I don't think its an intentional strategy, I think men are generally just oblivious to how being approached by a stranger can be actively threatening to a woman.

At my regular gin mill every third pint is free and, when MJ is working, you are treated to as many shots of Tullamore Dew as he drinks behind the bar. Which is a lot. I've been to bars where they have apparently never heard of a knock and they invariably suck for a whole host of reasons.
I have bought far more drinks for men than women. NTTAWWT. It was just my round.
