These were international banking transactions. There is no expectation of privary there. All jurisdictions involved in an international transaction can do all the inspecting that they want. This goes for phone calls, financial transactions and any goods shipped out or in of the United States.

The "hooker" button on the phone was right there between concierge and wake-up call. How was I supposed to know they'd send the cleaning lady and put a separate charge for "in-room ho" on my bill?

Both. If you are involved in any sort of international transaction the other country involved will most certainly feel it has a right to check out what you are doing. So there is abolutely no expectation of privacy. I know the Japanese government monitors all incoming and outgoing financial transactions and phone calls. The listen to them and check them out with impunity.
If the government can check you all they want (including an anal cavity search) when you cross the border why shouldn't they be able to check phone calls and banking transactions that cross the border?
But I think that is the way Federal Law views it anyway.
