Because we signed a peace treaty at the end of the Spanish-American War that made Guam a U.S. territory.
Many people believe that
Western Sahara is an occupied territory. But there is a more fundamental disagreement there about who has sovereignty over Western Sahara.
According to Penske's favorite reference work, Wikipedia, "the European Union continues to consider northern Cyprus as EU territory with a disputed foreign military presence." Sounds like occupied territory to me.
