Didn't Michael's attorneys prepare any legal risk memos highlighting the fact that Michael should only molest boys aged 14 and over? Couldn't his handlers find underdeveloped 14-year olds and tell Michael they were 12 or 13? I am shocked at this display of incomptence.

I believe they did but that this boy lied about his age.
Michael recently outsourced all the due dilligence to India. This one just slipped between the cracks.
