I believe they did but that this boy lied about his age.
Michael recently outsourced all the due dilligence to India. This one just slipped between the cracks.

Kidding aside, they should go after his butler, his personal assistant, his driver, his laundress, his lawyers and all the parents of the kids. You can't live a Jabba the Hut lifestyle of "bring a fresh one to me" serial molestation without a great deal of help in the form of willful blindness or active solicitation. |
