Much of GWB's agenda was passed with moderate democractic support. Hell, Kerry and Edwards even voted for some of it.
The vote on the Senate Floor was 58-42, which is the most opposition ever to a nominee for Attorney General. Since the R's had 50 + to hold steady, there was little question that they would have the votes, so it was mostly symbolic. The 8 Dems who voted with them I'm sure had their reasons.

The vote to report him out of Committee, the place where his nomination most likely could have been stopped, was 10 to 8.
