This is a health disaster which will metastasize through not only all elements of the economy, but also the social fabric of the country (which is already frayed).
The only way to deal with this is a nuclear option. Forced shutdown of all but essential services.
Now.
And we needn't take that economic pain, which would be distributed unfairly. We needn't say, "Oh well, it's always a bad idea to own an eatery" or "Well, bricks and mortar retail was already fading," or "Find another gym." No. We can and must save those people because It's Not Their Fault.
And the way to do that is to freeze time. Sixty day national forbearance.
(Adder, don't tell me why this is cumbersome, or impossible. It's not. It's totally doable. If we can pass that sick leave bill - which as structured will do very little to help any workers - we can freeze payment obligations for 60 days.)

Maybe there are a couple of possible mechanisms, but the only thing to be done for the economic situation right now is to give a lot of free money to people. It would be at least mildly encouraging if we had one political party arguing for that and another political party arguing the other way and then who knows it might even happen. But that's mostly not what's going to happen (prove me wrong!) and we're at best going to get one side arguing for half measures that are complicated and get watered down and screwed up even more by the other side.

We want people at home, cooped up, not spending on anything, not going anywhere, for at least 14 days. Forbearance does that.
Once we get past those 14 days, then let loose the helicopter money.
I think we need to focus on limiting hospitalizations first, economic concerns second.

Re: Objectively intelligent.
Anyone remember when we were promised 1.4 million tests at the beginning of the week and 5 million tests by the end of the week? That was ... looks at calendar... Friday, less than 1 business day ago.
TPM is now reporting that Roche will deliver 400 tests this week.
Come on, securities law plaintiff's bar, sue the bastards.

Pa went nuclear. Full shutdown of all nonessential businesses for two weeks.

SF's health officer says you can walk the dog or go for a hike, but if you do it with a friend, stay at least 6' away. Thank God.
eta: Here's the Santa Clara County order, for anyone who likes to see such things.

Michigan grocery stores sell booze, so cannot get drink equates to dying anyway. Don’t California’s? Pa is just fucked drinking-wise, especially for a state where we know so much discourse is at cocktail parties.

They will have to shoot me to keep me from running outside.
But:
For purposes of this Order, individuals may leave their residence only to perform any of the following "Essential Activities.": . . .
To engage in outdoor activity, provided the individuals comply with Social Distancing Requirements as defined in this Section, such as, by way of example and without limitation, walking, hiking, or running.
