I guess it depends on the size of the salary cap. If it was one under which every team could afford to pay to the limit of the cap, your problem is solved. But I see your point. Without revenue sharing, you're never going to come to that number because (1) teams would agree on a number which fell somewhere between the Yankees' and the Pirates' payrolls and (2) players will force the union to push it as close to the Yankees' payroll as possible. The problem is, the players will never agree to a salary cap. And as big a bobble head as Selig is, that ain't his fault.
But even if they instituted revenue sharing and a salary cap that worked, mid-market and small market teams would scream bloody murder when they work their magic and their teams became wildly successful and they have to share that revenue with teams like The Mets in a big market who are underperforming and not so profitable.
I just don't see the problem being solved. Ever.

What I don't understand is why the Red Sox haven't gone full bore to build up. They take some good steps, but haven't gone all out. Why didn't the Red Sox throw tons of money at Joe Torre when he was expressing negative feelings towards the Yankees? Why didn't the Red Sox up the ante for A-Rod?
Steinbrenner may be a dick, but the guy has learned how to run a ball club. He does have it pretty good, with the largest tv revenues available, but even so, he know that he has to spend money, and that if he does, his team will always be in the running for a World Series title.
If there were ever a salary cap, baseball would end up like football -- constant shifts in terms of which teams are the best. (Sure, you'd have some teams that do pretty well year after year, if you have a star player or three, but overall, you know what I mean.)

around 1940 or 50 there was a play and eventually a movie called "damn Yankees" about how the Yankees were too dominating. They didn't ruin baseball then.
What has ruined it is expansion of the number of teams beyond the talent pool. Back when there were fewer teams every team had a chance to have decent players at every position. now the Yanks ability to make sure they do just highlights the fact that most teams can't. What needs to happen isn't caps or other shit that doesn't work anyway (see LA LAKERS), what needs to happen is a bunch of teams should fold- then most remaining teams will at least have the chance to imagine they could be competitive instead of realizing in Feb. they ain't gotta chance.
