Not that Cheap Guy isn't extraordinarily so, but it strikes me that Groom is much ruder than Cheap Guy in that scenario. The time to call out Cheap Guy was not in connection with the wedding gift, but in connection with all the bar tabs that preceded it. Oakmont has lousy food. Hope you aren't doing reception there.

You can dance barefoot in some fountain that's near where the three rivers meet, and slice your foot open on a ginormous shard of glass from a broken IC Light bottle, necessitating 14 stitches, which you won't immediately remember on waking the next morning.

At least, that's what I did last time I was in Pittsburgh.

I agree with all of this. Of course, before actually doing it, Groom was asking me and another Groomsman whether he should call Cheap Guy out. We obviously said he should, but only b/c we wanted to observe the outcome (it was highly amusing for us), not b/c we thought it was the right thing to do. In fact, we told each other that we really shouldn't have encouraged him.
