I would also point out another finding by Taguba that the reviewing officer(s) "routinely denied" release to crimes-against-the-coalition detainees "who were no longer deemed a threat and clearly met the requirements for release. According to BG Karpinski, the extremely slow and ineffective release process has significantly contributed to the overcrowding of the facilities."

I don't think it's a stretch to think that this description would have applied to some of the folks in blocks 1A and 1B who were initially put there because they were believed to be worthy of interrogation but had eventually demonstrated their releasability. Of course that's just speculation, just as it's speculation that the ICRC's estimates are wrong or misleading.
