I don't think it's a stretch to think that this description would have applied to some of the folks in blocks 1A and 1B who were initially put there because they were believed to be worthy of interrogation but had eventually demonstrated their releasability. Of course that's just speculation, just as it's speculation that the ICRC's estimates are wrong or misleading.

Hell, Ty, you can even see this phenomenon writ small in the weekly meetings. If we could get Atticus to stop talking about shitting in various rooms and free-trade coffee, or Sidd to stop musing about that Italian hottie he met at French/Italian Bakery on the way over, we'd be able to finally move the fuck off of Old Business on the agenda and get to something more substantive.
