There are plenty of explanations for this. For example, given that most of the Iraqi Generals thought they had chemical weapons and were going to use them against the US, it wouldn't surprise me that those seeking the yellowcake thought they had nuke facilities.

Or another example. It seems to me that you need several things to make a nuke (e.g., facility, raw material, technolocy, scientists, etc.). If a country was seeking to have a nuclear program, who says they need to acquire the necessary parts in a given order? More likely, you acquire the stuff (which is hard to get) whenever you have an opportunity to do so and backfill later.

Libby was an appointed employee. Clinton was elected. His transgressions were far worse because they were a breach of the public trust, as well as a violation of the law. eta: also not to mention, but for his systematic use of government resources and campaign of intimidation he never would have been elected as he would have been a felon with a conviction for rape on his record.
